Lieutenant Commander J.EA. Noronha was in command of INS Panvel which attacked Mongla and Khulna areas during the period 8 to 11 December 1971. The ship was subjected to incessant air attacks and the enemy shore defences. Lieutenant Commander Noronha handled his ship in the most competent and fearless manner in very restricted waters and effectively engaged enemy positions. Inspired by his personal example, the ship's company fought at close quarters for a prolonged period. His bravery, utter disregard for his personal safety, leadership and untiring energy inspired his men to rise to great heights.
He succeeded in silencing the enemy's shore defences and caused very extensive damage to vital enemy installations. Throughout the operation, Lieutenant Commander J.P.A. Noronha displayed conspicuous gallantry and leadership.
